Raben Ukraine plans to introduce electronic consignment note

Raben Ukraine is responding to the initiative of the Ukrainian Government and plans to introduce the electronic consignment note within the framework of the project aimed at digitalization of the transport sector of the country.

“Transformation is always a challenge. We expect that the implementation of electronic consignment note will have a significant impact on the transformation of the country as a whole. That’s why our company — one of the leading players in the market of integrated cargo transport services of Ukraine — will undoubtedly support such initiative of the Government”, — commented Inna Ocheretna, General Director, Raben Ukraine.

Innovation is regulated by the decree of the Ministry of Infrastructure #413 “On Approval of Changes to the Rules that Regulate the Transportation of Cargoes by Road in Ukraine” dated June 3, 2019 with changes and additions as of July 12, 2019. The document provides for the possibility of using the electronic form of consignment note as an alternative to the paper form with the aim to increase efficiency of the document exchange, enhance the effectiveness of cooperation between counterparties and solve the problem of documents loss on the road.

Electronic consignment note will work as a traditional electronic document. Having access to the Internet, the sender will be able to download the electronic consignment note to the system, attach electronic signature, and send it to the carrier and the consignee. After the delivery of the cargo, the consignee will place his/her electronic signature on the electronic consignment note, thus completing the document processing chain.

“The initiative will definitely facilitate the processes of document circulation as well as will help to avoid the paperwork.  At the same time, all participants of the process — sender, carrier, and consignee — will save time. Automating the processes we will reduce the pressure on the front office of the company as well as will increase the efficiency of operating activities.

No doubt there is still long way ahead in respect of the development and implementation of the mechanisms that are vital for functioning of the electronic version of the consignment note. But we are confident that Government, business and the public will support such transformations since they will allow to work and operate in a “digital” world.
