New transport rules reshape international road logistics in Europe

2026.06.23

From 1 July 2026, new EU regulations will reshape the organization of international road transport. Light commercial vehicles (2.5–3.5 tonnes) will be covered by tachograph requirements and driver working time rules, marking an important step towards a more structured and safer transport environment.

These changes reflect a broader shift in the market. As operational standards evolve, companies are placing increasing emphasis on safety, predictability and control in their day-to-day logistics — regardless of shipment size.

A more structured and safer market

The new regulations introduce greater discipline in transport execution and reinforce the importance of compliance and transparency. Safety — both for drivers and all road users — becomes a central element of how transport is organized.

At the same time, the market is moving towards more structured and professional logistics solutions, where consistency of processes and operational control support stable and predictable deliveries.

Reliable network as a foundation

In this environment, transport solutions based on a European groupage network provide a natural response to changing conditions.

At Raben, we already operate our own European network, which allows us to provide reliable, well-controlled and predictable groupage solutions. In a changing regulatory environment, reliability, safety and operational control become key — and this is exactly what a structured network approach delivers, regardless of shipment size,” said Łukasz Kołodziejczyk, Managing Director at Raben Ukraine.

The network model is based on regular connections and standardized processes, supporting continuity of deliveries and enabling companies to plan their transport with confidence — no matter how large the shipment is.

Customers benefit from full visibility of the transport process, including shipment tracking and estimated time of arrival (ETA), which makes planning easier and reduces uncertainty.

At the same time, digital tools support faster decision-making, while dedicated operational contacts ensure smooth execution and clear ownership of each shipment.

Safety, continuity and resilience

A network-based approach strengthens supply chain resilience. Shipments are handled within a system rather than relying on individual vehicles, which allows for flexible rerouting and ensures continuity even in unexpected situations.

Standardized processes and transparent compliance with regulations support safer and more stable operations, reducing the risk of disruptions and improving overall transport quality.

Scalable solution for every shipment

The shift towards structured logistics solutions enables companies to better match transport to their actual needs. Groupage systems support shipments from a single pallet to regular flows — without compromising reliability.

Higher consolidation levels also contribute to more efficient use of transport capacity and lower CO₂ emissions per pallet, supporting more sustainable logistics.

Evolving towards reliability

The upcoming regulatory changes mark another step in the evolution of European logistics — towards solutions that combine safety, operational discipline and predictability.

In this context, working with a reliable logistics partner and a structured European network helps companies ensure continuity of their supply chains and adapt smoothly to new conditions — no matter how large the shipment is.
